Greetings Friends,
I am Judge Joseph L. Guillory II, and I am honored to serve as your Justice of the Peace for Precinct 2 in Jefferson County. Serving in this role is not just a duty—it is a deep and abiding calling to uphold justice, equity, and service on behalf of the people I have the privilege to represent.
As a lifelong resident of Port Arthur and a proud graduate of Abraham Lincoln High School, Class of 1986, I am committed to the well-being of our community.
Judge Brad Burnett, the longest-serving elected official in Jefferson County and the presiding judge of the county’s highest-volume court (Precinct 7), is another pillar of judicial excellence. His nationally recognized truancy reduction program, celebrated at the National Association of Counties Convention in Pittsburgh, has brought pride and progress to Jefferson County. His leadership in improving fine collections and tackling absenteeism has set a national standard—one I seek to model in my own court. These judges have set the bar for visionary leadership, administrative innovation, and community-centered justice. I am proud to serve alongside them and to draw from their example as I lead Precinct 2 forward.
My experience as a former law enforcement officer, businessman, minister, and family man has shaped me into the leader I am today—grounded in faith, driven by compassion, and focused on service I stand on the shoulders of distinguished colleagues whose leadership continues to inspire my own work. Judge Naomi Doyle, elected in 2020 as the first African American female Justice of the Peace in Jefferson County, ushered in a new era of innovation and empowerment. Her programs—such as the Precinct One Day of Service, the Judicial Academy Internship and Mentorship Program, and the Resilience Summit—reflect a deep investment in our youth and our future.
When you elected me on March 1, 2022, you entrusted me with the responsibility of ensuring accountability, fiscal integrity, and genuine representation. I did not seek this office for a job I sought it to fulfill a mission. I have lived a life of service, and today, my mission is to serve you our citizens with transparency, honor, and respect. In my courtroom, justice is blind, impartial, and rooted in law. Every decision I make is based on evidence and guided by integrity. My goal isto ensure that every person who enters receives fair and equitable treatment, regardless of background or circumstance. As we face the challenges ahead, I remain committed to building a legacy of hope,progress, and opportunity one that invests in our youth, protects our families, and secures a brighter future for generations to come.

Minister of the Gospel
God looked down through time and saw a child whom His favor would be granted and through whom His plan could be fulfilled. That man of valor, vigilance and vision is Rev. Joseph L. Guillory II. He has a tremendous passion for God’s word coupled with a love for God’s people. He has a contagious and charismatic spirit that flows through every facet of his personality and ministry.
Rev. Joseph L. Guillory is a Christian Leader, community activist and our Newly Elected Justice of the Peace, who is a catalyst for positive change through his dedication to teaching the scriptures and serving our community.
Rev Joseph L. Guillory II proudly served on the EDC Board of Directors, six years on the PAISD Board of Trustee before being elected as Justice of the Peace Pct. 2.
Rev Joseph L. Guillory II surrendered his will to the Lord and accepted the call to ministry in 2018, where he was ordained and served. While under the leadership of Elder Kevin Domingo, Pastor of Rock Island MBC. Rev Joseph L. Guillory II received his license and preached his first sermon December 31, 2021 entitled, “Dream God’s Dream,” taken from Nehemiah 2:17-20.
Rev Joseph L. Guillory II was born in Port Arthur, Texas and a 1986 Graduate of Abraham Lincoln High School and attended Lamar University with a major in Engineering. Rev Joseph L. Guillory II has been self-employed for more than 25 years. He is the oldest of two children of Mr. Joseph L. Guillory Sr. and Mrs. Carolyn S. Guillory. He is married to Sueanda Laday Guillory of Port Arthur, Texas. Rev Joseph L. Guillory II has 2 children, Kynnedi Laday, Leonard Provost.
Faith, patience, love, humility and influence motivate him to respond to the Great Commission given by Jesus Christ (Matthew 28:19). He believes that only what he does for Christ will last. He states that he is a born again, spirit-fed and Bible-led preacher who is born of God, engrafted into Christ and is a habitation of the Holy Spirit. God is his light, Jesus is his salvation and he has no fear. He believes in one Lord, one faith and one baptism. Jesus Christ and no other, is the feature, focus and function of his ministry. He is not ashamed of the Gospel of Jesus Christ because he knows that it is the power of God unto salvation to everyone that believes it.
